I agree with the most written in the article- indeed a very good analysis.
as an experienced urban cyclist I can comment on a couple of items:
1) most riders will not travel at 25Km/h speed. fast ones will go 25-35, but most will not
exceed the 20Km/h. so the distance estimation is a little optimistic in my view.
2) In London (as well as in Amsterdam and other places) - creating a bicycle trail that will
have a constant flow (with underground /under-bridge passages etc) is not realistic. most
cycle lanes in these cities are integrated within the regular traffic.
London is far from ideal for cyclists, but has some good signs, and specific routes (placed
in low traffic streets) and there is a lot for Tel Aviv to learn from it.
3) peoele are sometimes reluctant to cycle to work becuase of the heat and the need for a
shower - this means that work places need to get arranged for providing shower facilities
for their employees (this is true in Tel Aviv, but also in London where I live now)
I wish you luck with the campaign - indeed a great initiative.
